John has over 25 years of experience specifically in the fields of hydrology, hydraulics, sediment transport, scour, drainage planning and design, development (from single-lot to large scale land planning), floodplain & drainage standards development, technical and regulatory training, navigability studies, regulatory review and litigation support.  John has both private and public sector experience having spent 5 1/2 years with the Pima County Regional Flood Control District, including 4 as the county Floodplain Administrator.  During that time John was responsible for developing numerous county standards and procedures, both technical and administrative, many of which are still in use.  His career in the private sector spans over 20 years, all in Arizona.  During that time John has prepared drainage reports & plans for small (< 1 acre) and large (>100 acres) residential and commercial developments, drainage improvement concept plans, private and public sector floodplain studies for both local use and FEMA submittal, residential drainage master plans, processing of local, state and federal permitting related to drainage and roadway construction, drainage reports for roadway projects, bridge hydraulics and scour studies, 2-dimensional floodplain studies for both floodplain delineation and channel and roadway design.  John has also been involved in a number of litigation support cases where he provided analysis, documentation and, when necessary, testimony regarding drainage and floodplain matters.  During his private sector career, John was also participated in the development of three of the ten ADWR State Standards (Bank Stabilization, Stormwater Detention-Retention and Hydrologic Modeling).

John is a former Arizona Floodplain Management Association (AFMA) Chairperson, Vice Chairperson and Education Committee Chair.  John is also a former member of the Arizona Department of Water Resources (ADWR) State Standards Workggoup (SSWG).
