Principal.
Jon has served as a project manager, hydrologist, geomorphologist, and engineer for studies and projects in Arizona, Nevada, Utah, California, Colorado, and Montana. His specialties include applied fluvial geomorphology, arid land hydrology, sediment transport, erosion hazard analysis, floodplain management, bridge hydraulics, hydraulic modeling, stream restoration, dam design studies, floodplain delineation, and alluvial fan analysis. Jon has a B.S. (Geology) from Calvin College and an M.S. (Geomorphology) from the University of Arizona. He is a registered Civil Engineer (AZ, CO, NV, OR, TX, UT), a registered Hydrologist (American Institute of Hydrology), a Registered Geologist, and Certified Floodplain Manager. Jon is active in the Association of State Floodplain Managers, and served on the Arizona Floodplain Management Association Board from 1988 to 1998.

Brian has served as project manager, engineer, and hydrologist for studies in Arizona, Nevada, Utah, and California. His specialties include flood insurance studies; hydrology and hydraulics, drainage design, flood warning; ALERT and scour monitoring system design, installation, operation and maintenance, AutoCAD and digital mapping, and automated storm water sampling. Brian has a B.S. (Hydrology) from the University of Arizona, and is a registered Civil Engineer in Arizona. Brian is active in the American Society of Civil Engineers and the Arizona Floodplain Management Association, and served as Chair of the Flood Warning Committee from 1991-1992.

His specialties include floodplain studies, drainage design, hydrology, sediment transport, erosion hazard analysis, roadway drainage and channel design, and development review. John has a B.S. (Civil Engineering) from the University of Arizona and a B.S. in Business Administration from the University of Connecticut. John is active in the Arizona Floodplain Management Association (AFMA) and has served as past AFMA President and Chair for the Education Committee. John is a member of the American Society of Civil Engineers and a past member of the Arizona Department of Water Resources State Standards Workgroup.

Ted has served as project manager, hydrologist, and geomorphologist for water resources and flood control projects throughout Arizona. His specialties include arid land hydrology, alluvial fan studies, fluvial geomorphology, GIS, flood insurance studies, flood warning, hydrometeorological data collection and ALERT system operation and maintenance. Ted has a B. A. (Mathematics/Earth Science) from Willamette University, and an M. A. (Geography/ Fluvial Geomorphology) from Arizona State University. He is a registered Civil Engineer in Arizona.

Scott has served as project manager and engineer for projects in Arizona and Nevada. His specialties include drainage design, construction document preparation and review, hydrologic and hydraulic modeling, two-dimensional modeling, floodplain delineation studies, land development drainage, detention basin design, roadway drainage and design, utilities relocation, water distribution and wastewater collection system design, and hazard mitigation and emergency response planning. Scott has a B.S.A.E. (Agricultural Engineering) from Colorado State University. He is a registered Civil Engineer in Arizona and is a Certified Floodplain Manager. He is active in the Arizona Floodplain Management Association and served as Technical Committee Chair from 1998 to 2001. He is a member of the Association of State Floodplain Managers, American Society of Civil Engineers, APWA, and ACEA.

Pat has served as project manager and engineer for a wide range of water resources engineering, floodplain management, flood control and water policy studies and projects in Arizona. Her specialties include arid lands hydrology/hydraulic analysis, sediment transport analysis, flood insurance studies, flood control/drainage design, flood warning/ flood response plans, flood disaster emergency response, and water resources studies/ policy development. She has a B. S. (Civil Engineering) from the University of New Hampshire and has completed graduate work in Physical Geography at Arizona State University. Pat is a member of the AFMA, serving on the Flood Warning Committee, and is a member of the Arizona Statewide Flood Warning Task Force.

Mike has served as project manager and geomorphologist for projects in Nevada, Utah, and throughout Arizona. His specialties include applied fluvial geomorphology, riverine erosion hazard analysis, Quaternary geologic mapping, paleoflood hydrology, riparian boundary determination, and GIS. Mike has a B.S. in Geology and an M.S. in Hydrology from the Mackay School of Mines at the University of Nevada, Reno. Mike is a Registered Geologist in Arizona and Utah, and is a Certified Floodplain Manager. He is an active member of the Arizona Floodplain Management Association and the Association of State Floodplain Managers.

Cory’s experience includes hydrologic and hydraulic modeling. He has a B.S. in Biology and a M.S. in Environmental Engineering both from Northern Arizona University. He is a member of the Arizona Floodplain Management Association and the Arizona Riparian Council.

Hari Raghavan, Ph.D., P.E., CFM
Project Manager, Hydrologist, Phoenix Office.
Hari has several years of experience in the areas of hydrology, hydraulics, sediment transport and coastal engineering. Hari specializes in the development and analysis of numerical models and their application to a variety of projects. His project experience includes watershed hydrology, floodplain delineation, bank protection, channelization, drainage design, bridge scour, sand and gravel mining pit scour analysis and development and analyses of 1D and 2D hydraulics and sediment transport models. He has also significant experience in hydrodynamics and multidimensional computational fluid dynamics. Hari has a master’s and a doctoral degree in Ocean Engineering from the University of Hawaii where he investigated water quality and pollutant transport modeling among other coastal ocean phenomena. He is a member of the American Society of Civil Engineers and the Association of State Floodplain Managers.

Rob Shand, P.E.

Rob has more than 23 years of specialized experience in watershed hydrology, surface-water hydraulics, and engineering analysis of fluvial systems. His project experience includes watershed hydrology, floodplain delineations, hydraulic design of stormwater facilities and flood-control structures, roadway and land development drainage, erosion and sedimentation analyses, flood insurance studies, and basin management plans. Mr. Shand obtained his B.S. in Agriculture from the University of Arizona with an emphasis in Watershed Hydrology. He is a member of the Arizona Floodplain Management Association.

Ian specializes in drainage analysis and design. He has worked on a range of projects including private developments, road improvement projects, and floodplain studies. He has prepared studies for submittal to FEMA and the Army Corps of Engineers. Mr. Sharp holds a B.S. in Agricultural and Biosystems Engineering from the University of Arizona.

Chris is an accomplished civil engineer, with 12 years of technical and managerial experience. He has successfully completed a wide variety of water resource projects for private entities as well as local, state, and federal agencies within the State of Arizona. Completed works range from flood control analyses to drainage designs for subdivision developments including Rocking K Master Planned Community, Civano Master Planned Community, Star Valley Master Planned Community, Mountain Avenue Storm Drain Design, Columbus Wash Storm Drain Design, Tangerine Road Improvements, Cortaro Farms Road, Kolb Road and Shannon Road, State Route 191, State Route 80, and Federal Insurance Studies for the Federal Emergency Management Agency.

Dwight Nield
Hazard Mitigation Planner/GIS Analyst, Tempe Office.
Dwight is a GIS/Emergency Management Specialist. He has served as Senior GIS Analyst, State Technological Hazards Officer, and Emergency Information Systems Planner on projects that include areas in Utah, Texas, California, Nevada, New Mexico, Colorado, Wyoming and Arizona. He has 14 years experience in Emergency Planning and GIS utilization in source water assessment, mitigation, preparedness, response and recovery. His specialties include hazard mitigation planning, hazard assessment in natural and technological hazards, source water protection; plume air dispersion modeling; groundwater areal modeling; imagery, multi-jurisdictional automation planning; real-time status boards and emergency planning zones. Dwight has experience working in emergency operations centers during declared disasters involving flood, tornado, hurricane, wildfires, and Chemical Stockpile Emergency Preparedness Program (CSEPP) events. Dwight has a B.S. Degree in Geography/GIS from the University of Utah.

Brian has experience as a water resource engineer for a wide range of projects that include the following: large scale land development master drainage report submittal and preparation of detailed parcel and roadway drainage design, conceptual and final design of municipal roadway drainage infrastructure, channel and retention/detention basin design, two-dimensional flood inundation modeling, channel scour and lateral migration estimates and COE Jurisdictional Waters determination. He has working knowledge of computer software such as HEC-1, HEC-RAS, FlowMaster, StormCAD, CulvertMaster, HY-8, FLO-2D, AutoCAD and ArcGIS. Both his B.S. and M.S. in Civil Engineering were obtained from the University of Alaska Fairbanks. Brian is a Registered Engineer in Arizona and is a Certified Floodplain Manager.

Cyrus “Cy” has experience as a project engineer and hydrologist working on a varied range of projects in Arizona and Pennsylvania. Cy’s experience includes hydrologic and hydraulic modeling, design of roadway drainage facilities, detention/retention basin design, floodplain delineation studies, design of flood control structures, environmental permitting, and site design serving both private and public clients. Cy holds a B.S.E. in Civil and Environmental Engineering from the University of Pittsburgh with an elective concentration in Water Resources Engineering. Cy is active with the Arizona Floodplain Management Association, and is a registered Certified Floodplain Manager.

Nathanael (Nate) has experience in hydrologic and hydraulic modeling, two-dimensional estuary modeling, HEC-RAS modeling, energy dissipator design, floodplain delineation, scour analysis, 404 determination, lateral migration assessment, roadway drainage, stream gaging, and construction inspection. He is also capable of working in multiple CAD/modeling platforms including ArcGIS, Microstation, and AutoCAD. Nate has earned both a Bachelors and Masters degree in Civil Engineering from the University of Alaska Fairbanks.

He has performed projects for large watershed areas, communities and airports throughout the state of Arizona. Brian has a B.S. (Engineering) from Arizona State University. He is a registered civil engineer in Arizona and New Mexico and is a Certified Floodplain Manager. Brian is active in the Arizona Floodplain Management Association.

Jon has served as project engineer for studies throughout Arizona, Colorado and California. He has worked on bridge scour projects in Florida, Oregon and Arizona and “no-rise” bridge analysis in Virginia, Georgia, North Carolina, and South Carolina. His floodplain modeling experience includes major floodplain delineation studies as part of FEMA’s MapMod project in Oklahoma and Texas, and large floodplain studies for Maricopa County Flood Control District. He has also worked as lead drainage engineer for over 20 ADOT roadway projects. He is proficient with programs such as HEC-RAS, BOSS-RMS, HEC-1, HEC-2, AutoCAD, FlowMaster, WSPRO, and ArcGIS. Jon has a B.S. (Geosciences) from the University of Arizona and a B.S. (Civil Engineering) from the University of Arizona. He is a registered Civil Engineer in Arizona and is a Certified Floodplain Manager. He is a member of the Association of State Floodplain Managers and the Association of State Dam Safety Officials.
