Project Description
JE Fuller is currently leading a comprehensive transportation and flood control project for the San Xavier District of the Tohono O’odham Nation, located south of Tucson, Arizona. The project responds to longstanding challenges posed by heavy rainfall events that have repeatedly compromised critical roadways. Previous temporary measures have proven insufficient, prompting the San Xavier District to commission a planning study under the Natural Resources Conservation Service (NRCS) Watershed and Flood Prevention Operations Program (Public Law 83-566).
JE Fuller is working in close partnership with the NRCS, the San Xavier District, and key engineering collaborators to identify, evaluate, and develop economically viable alternatives and mitigation strategies. These efforts aim to reduce the risk and impact of flooding while safeguarding natural and cultural resources, public health and safety, and regional economic stability.
The planning study includes:

Hydrologic modeling and flood risk analysis

Geotechnical investigations and feasibility assessments

Coordination and facilitation of public scoping meetings and stakeholder workshops

Evaluation and selection of engineering design alternatives

Development of an NRCS-compliant Watershed Plan and a National Environmental Policy Act (NEPA) document
Given that several of the proposed alternatives exceed $25 million in estimated cost, the project has escalated from an Environmental Assessment (EA) to a full Environmental Impact Statement (EIS). This elevated scope necessitates detailed cultural and biological resource assessments due to the potential presence of federally listed species and a high density of culturally significant sites, particularly around the Black Mountain area.
JE Fuller is coordinating extensively with the Tohono O’odham Nation’s Tribal Historic Preservation Office and Natural Resources Division to ensure that the project aligns with cultural preservation priorities and environmental stewardship goals. These collaborative efforts are essential to ensuring minimal impact to sensitive species, tribal cultural heritage, and the surrounding landscape.
