Project Description
Navajo Transitional Energy Company (NTEC) is developing an Energy Generation Project, a modern peaking natural gas power plant designed to provide reliable, cleaner energy for the Navajo Nation and regional customers. Located on reclaimed Navajo Mine lands approximately 11.4 miles southwest of Farmington, NM, the facility will be constructed in phases, with Phase 1 targeted for commercial operation in November 2028. The full buildout will include eighteen simple-cycle combustion turbine generator units, a new transmission switching station, gas and water supply infrastructure, and supporting facilities to integrate with existing energy systems. JE Fuller prepared a Biological Evaluation (serving also as a Biological Assessment) to support permitting and environmental compliance. Surveys and habitat assessments conducted within the 723-acre site and surrounding area identified potential for several special-status species but found no critical habitat. With recommended avoidance measures, seasonal restrictions, and pre-construction surveys, the project is expected to proceed without significant impacts to sensitive species, ensuring compliance with Navajo Nation policies, the Endangered Species Act, and related federal wildlife protection laws.
